How Did Port Security Barriers (PSBs) Develop?

The U.S. Navy undertook the first research on Port Security Barriers as recently as 1994.

After the attack on the USS Cole in Yemen in 2001, the U.S. Navy realized that a physical barrier offered the best protection against this type of attack.  However available barriers were not capable of stopping a high-speed boat. As a result they designed the Port Security Barrier (PSB) system that can stop over 99% of all commercial and recreational vessels in the United States. (Estimated by the U.S. Navy and U.S. Coast Guard at over eleven million boats). This system now protects U.S. Navy installations around the world.

Harbor Offshore is the sole authorized licensee
of the U.S. Navy’s highly developed technology.

With the approval of the U.S. Navy, Harbor Offshore developed Port Security Barrier Systems further for use commercially. This cooperation and technology has produced the best and highest level barrier systems available today, systems that protect commercial and military installations all over the world.

Waterside installations are extremely vulnerable. This is borne out by recent terrorist attacks on military and commercial facilities. Military installations, major ports, LNG and oil platforms and other facilities with waterside operations are at risk every day.  An attack on one of these could eclipse the events of September 11, 2001 in New York causing massive economic losses, loss of life, property damage, environmental damage, and disruption of trade with global economic and political fall-out.

With these threats looming, waterside barriers are not a luxury. They are essential.

Harbor Offshore Barriers Has More Experience Than
Any Company in the Industry

Harbor Offshore Barriers, Inc. has been involved in marine construction since 1997 and has installed nearly 10,000m of waterside barriers around the world, including France, Greece, Iraq and the USA. Typical applications include port operations, power plants, oil terminals, LNG/LPG terminals, military installations and chemical plants. (Harbor Offshore staff has a combined 200 years of marine construction, navigation and operations experience.)

However, all waterside situations are not the same.

Our long association and extensive experience with the U.S. Navy as well as numerous projects for private industry, gives us a rounded picture of the diverse issues facing various types of waterside facilities. We examine your particular problem in detail and look for innovative solutions that will keep your installations safer. Then we design, engineer and install a turnkey system tailored to the specific needs of your facility.

Our Port Security Barriers (PSBs) are based on the highest level of technology developed by the U.S. Navy and further enhanced by Harbor Offshore for all commercial applications.

The U.S. Navy approved Harbor Offshore as the sole licensee for commercial use of their PSB technology.

We developed our Fixed Security Barriers (FSB) in response to a problem faced by the U.S. Navy off the coast of Iraq.

We are proud of our record of on-time, on-budget installations. Close attention to on-site safety means we have never lost a single day of work because of accidents.

Rigorous testing proves that the robust design and construction of our barriers, together with high quality materials, offer the most effective protection available today against waterside attack.
